成都健康医学中心（未来医学城）设计方案征集
Solicitation ofDesign Proposals for Chengdu Health Care Medical Zone (Future Medical City)
成都东部新区管理委员会作为主办单位，成都医疗健康投资集团有限公司作为承办单位，现举办“成都健康医学中心（未来医学城）设计方案征集”活动，拟面向全球公开邀请具有相关设计经验的设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取4个应征人参加征集活动，并提交应征设计方案。
Chengdu Eastern New Area Management Committee (as the Sponsor) andChengdu Medical Health Investment Group Co., LTD (as the Organizer) are nowjointly soliciting Design Proposals for Chengdu Health Medical Center (FutureMedical City). We publicly invite design agencies worldwide with related designexperience to participate and submit the Prequalification Application Documents.The Sponsor will select four final applicants as Participants for solicitationof proposals and for them to further submit their design proposals forresponse.
1. 项目概况
1. Project Brief
项目名称：成都健康医学中心（未来医学城）设计方案征集
Project Name: Solicitation of Design Proposals for Chengdu Health CareMedical Zone (Future Medical City)
项目位置：成都健康医学中心（未来医学城）（以下简称“未来医学城”）位于东部新区空港新城区域内，西邻三岔湖，东、南至镇金河，北抵董家埂北街，规划范围14.34平方公里，其中建设用地8.2平方公里，生态用地6.14平方公里。
Project Location：Chengdu Health Care Medical Zone (Future Medical City) (hereinafterreferred to as "Future Medical City") is located in the area of ChengduTianfu International Aerotropolis, with Sancha Lake in the west, Zhenjin Riverin the east and south, and Dongjiageng North Street in the north, covering aplanned area of 14.34 square kilometers, of which land for construction covers8.2 square kilometers and ecological land covers 6.14 square kilometers.
征集设计任务：
Solicitation DesignSpecifications:
（1）未来医学城概念性城市设计：设计范围西邻三岔湖，东、南至镇金河，北抵董家埂北街，面积14.34平方公里，设计深度应达到指引规划区域控制性详细规划编制的要求。
（1）Conceptual urban design of theFuture Medical City: The area is adjacent toSancha Lake in the west, Zhenjin River in the east and south, and DongjiagengNorth Street in the north, covering an area of 14.34 square kilometers. Thelevel of details should conform to the requirements for the preparation of theregulatory detailed plan on the planned area.
（2）核心起步区深度城市设计：以龙云二路和医学城路为南北边界，以环湖路和安溪大道为东西边界，面积约2.08平方公里，设计深度应达到指引规划区域修建性详细规划编制的要求。
（2）In-depth urban design of the core startingarea: With Longyun 2nd Road and Medical City Road as the north and southborders, Huanhu Road and Anxi Avenue as the east and west borders, the areacovers an area of about 2.08 square kilometers. Thelevel of details should conform to the requirements for the preparation of the siteplan on the planned area.
（3）重点地块概念性建筑方案设计：①华西医院集群（建筑面积约102.8万平方米）、②国际医学交流中心（建筑面积约30.7万平方米）。
（3）Conceptual architectural design of keyplot: ① West China Hospital Complex (the total area is about 1.028 millionsquare metres, and ② International Medical Convention Center (the total area is about 307 thousandsquare meters).
征集设计周期：100—110天。
Period of solicitation anddesign: 100—110 days.

资格审查的方式：有限数量制，参加征集活动的应征人（含联合体应征人）的数量为4个。

4.应征人资格要求
4. Eligibility and Qualificationsof Participants
4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。
4.1 The participating applicant (hereinafter referred to as the“Applicant”) shall be a legal entity that has been legally incorporated inaccordance with laws or a project consortium composed of legal entities thathave been legally incorporated in accordance with laws;
4.2 申请人应具有承担本设计项目的相关资格及能力：
4.2 The Applicant shall have the relevant qualifications and abilitiesto undertake the design project:
4.2.1 中华人民共和国境内的应征申请人应具有建筑行业（建筑工程）设计甲级及以上资质，同时应提供能证明其具有承担城市设计的专业技术能力的证明材料（如城乡规划编制资质证书、外商投资企业城市规划服务资格证书或城市设计的委托合同等）。
4.2.1 The Applicants within the People's Republic of China shallprovide the qualification certificate of Grade A architectural design (architectural engineering) orabove. Meanwhile, The Applicants within the People's Republic of China shallprovide certification materials proving that they have the professional andtechnical abilities to undertake the urban design project, such as a QualificationCertificate for the Urban and Rural Planning, a Certificate of Qualification of Foreign-funded Enterprises forUrban Planning Services, or a commission contract of urban design, etc..
4.2.2中华人民共和国境外的规划设计机构须依所在国或所在地区的管理规定具有城市规划或建筑设计的执业许可或经营许可。若依所在国或所在地区有关城市规划和建筑设计从业或营业的管理规定城市规划或建筑设计企业法人应具有相应执业资质或资格或营业许可，则需提供该机构的相应资质或资格或营业许可证明文件；若依所在国或所在地区有关规划、建筑设计从业或营业的管理规定，不要求城市规划或建筑设计企业法人具有相应执业资质或资格或营业许可，仅对规划师、建筑师个人要求具有相应资质或资格或执业许可，则需提供该机构的规划师、建筑师本人的注册或执业证书或会员证明材料，同时设计机构应说明所在国或所在地区有关规划和建筑设计从业或营业的管理规定。港澳台设计机构的资格要求参照境外设计机构资格要求的规定。
4.2.2 The Applicants outside the People's Republic of China should havea practice license or business license for urban planning or architecturaldesign in accordance with the national or local administrative regulations. Ifa business entity engaged in urban planning or architectural design should havethe corresponding practice permit or qualification or business licenseaccording to the national or local administrative regulations on practice oroperation of urban planning and architectural design, it shall providedocumentary evidence for its practice permit or qualification or businesslicense. If the national or local administrative regulations on practice oroperation of urban planning and architectural design do not require that abusiness entity engaged in urban planning or architectural design should havethe corresponding practice permit or qualification or business license, andonly require that planners and architects should have appropriatequalifications or practice licenses, then the registered or practicingcertificate or membership certificate of the planner or architect of theinstitution should be provided, and the design agency should explain thenational or regional administrative regulations on practice or operation ofplanning and architectural design. The qualification requirements for designagencies in Hong Kong, Macao and Taiwan should refer to the provisions on thequalification requirements for overseas design agencies.
4.3应征申请人应有与本项目的功能性质相类似的设计经验。
4.3 Applicants should have experience in design similar to thefunctional nature of this project.
4.4本项目接受联合体申请人。
4.4 This project accepts applications from the Consortium.
4.5 除联合体的成员外，参加征集的应征人之间不应存在关联关系。
4.5 Except for partners of a Consortium, theParticipants in the solicitation shall not constitute or bear any affiliations.

The prequalification documentsfor this project can be downloaded from the website of Beijing Science ParkAuction &Tender Co., Ltd.
有意向参加应征的应征申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱kjysanbu@163.com或递交至北京科技园拍卖招标有限公司，征集组织咨询服务机构收到登记表后，再将资格预审文件的下载密码发送给应征申请人，应征申请人应按资格预审文件的要求提交书面申请文件。
Applicants who intend toparticipate in the solicitation for design proposals must first download the registrationform from the website of Beijing Science and Technology Park Auction &TenderCo., Ltd. (www.bkpmzb.com). After completing the registration form, applicants should emailthe Word version to kjysanbu@163.com or submit them to the Organizer ofSolicitation. After receiving the registration form, the Organizer ofSolicitation will send the download password of the prequalification documentsto the applicants. Applicants should submit the written prequalificationapplication documents in accordance with the requirements of theprequalification documents.
获取资格预审文件的时间为获取资格预审文件的时间为2020年12月11日起（中国北京时间，下同）,北京科技园拍卖招标有限公司网站（www.bkpmzb.com）将于2020年12月11日开通。
The time for obtaining thePrequalification Document is from December 11th, 2020 (Beijing time,excluding holidays, the same below). The website of Beijing Science andTechnology Park Auction & Tender Co., Ltd. will be accessible on December11th, 2020.
6. 资格预审申请文件的递交
6. Submission ofApplication Documents for Prequalification
资格预审申请文件递交的截止时间为2020年12月25日下午17时00分，申请人应在递交截止时间之前将全套资格预审申请文件（1份正本、2份副本）递交至征集组织机构。主办单位/承办单位和征集组织机构将拒绝接收逾期送达的资格预审申请文件。
The deadline for submission ofapplication documents for prequalification is 17:00 on December 25th,2021. The Applicant shall submit the full set of the written applicationdocuments (one original and two copies) f0r prequalification to the Organizerof Solicitation before the deadline for submission. The Sponsor/Organizer or theOrganizer of Solicitation will reject any such documents that arrive after thespecified deadline.

8．征集说明
8. Instructions on Solicitation
8.1应征设计补偿金
8.1 Compensations for DesignsProposals
承办单位将向按照征集文件要求提交了有效的应征文件的应征人支付应征设计补偿金，金额为人民币500万元（含税）。
The Organizer will paycompensations for Designs Proposals to Participants who have submitted validapplication documents in accordance with the solicitation document requirements.The amount is RMB 5 million (including tax).
8.2当应征人出现下列情况时，主办单位不予支付补偿金：
8.2 The Sponsor will not payany compensation when Participants are under the following circumstances:
(1) 应征人未按规定时间提交应征文件；
(1) Participants fail tosubmit the application documents within the specified time;
(2) 应征人提交的应征文件经专家评审被认定为未对征集文件要求作出实质性响应；
(2) The application documentssubmitted by Participants are judged, upon the expert review, as notsubstantially responding to the requirements of the solicitation documents;
(3) 应征人被取消应征资格。
(3) Participants aredisqualified.
8.3奖项和奖金的设置：
8.3 Awards and prize settings:
（1）未来医学城概念性城市设计设优胜奖1名，奖金为人民币100万元（含税）；
（1）One winner will be set for the conceptualurban design of theFuture Medical City, with a prize of RMB one million (taxincluded);
（2）核心起步区深度城市设计设优胜奖1名，奖金为人民币100万元（含税）；
（2）One winner will be set for the in-depthurban design of the core starting area, with a prize of RMB one million (taxincluded);
（3）华西医院集群概念性建筑方案设计设优胜奖2名，每个获优胜奖的应征人将获得优胜奖奖金人民币200万元（含税）；
（3）Two winners will be set for theconceptual architectural design of the West China Hospital Complex, with a prize of RMB two million (taxincluded) for each winner;
（4）国际医学交流中心概念性建筑方案设计设优胜奖2名，每个获优胜奖的应征人将获得优胜奖奖金人民币100万元（含税）。
（4）Two winners will be set for theconceptual architectural design of the International Medical Convention Center, with a prize of RMB one million (taxincluded) for each winner.
8.4征集后续工作：
8.4 Follow-up work for thesolicitation:
（1）“未来医学城概念性城市设计”、“核心起步区深度城市设计”获得优胜奖项的应征人，必须为功能区详细规划的编制提供咨询服务（服务期不少于12个月），并形成咨询意见书。
（1）Winners for "Conceptual Urban Designof theFuture Medical City" and "In-Depth Urban Designof the Core Starting Area" awards shall provide consulting services forthe preparation of detailed plans on functional zones (The service period shallnot be less than 12 months) and form a Consulting Proposal.
（2）主办单位（承办单位）将从华西医院集群和国际医学交流中心概念性建筑设计的优胜设计方案中各选取一个方案作为中选设计方案，该方案的应征人可获得该项目后续建筑方案咨询服务合同（建筑方案咨询成果的编制深度须达到项目所在地行政主管部门审批的标准及要求，并满足相关规范和技术要求），其中华西医院集群的咨询服务费用为2540万元（含税），国际医学交流中心的咨询服务费为760万元（含税）。获得后续建筑方案咨询服务合同的应征人将不再获得优胜奖奖金。以上费用金额含中国境内、外应缴纳的各项税费。
（2）The Sponsor (Organizer) willselect one of the winning conceptual architectural Design Proposals for the WestChina Hospital Complex and the International Medical Convention Centerrespectively as the selected design proposal. The Participant of the proposalcan be awarded the consulting service contract of subsequent architecturalschematic design (The preparation depth of the architectural proposalconsulting results should conform to the standards and requirements approved bylocal administrative departments, and meet the relevant specifications andtechnical requirements). The consulting service fee of the West China HospitalComplex is 25.4 million yuan (tax included), and the International MedicalConvention Center is 7.6 million yuan (tax included). The Participant who is awardedthe consulting service contract of subsequent architectural plan will no longerreceive the winning prize. The fees above include taxes and fees that should bepaid within and outside China.

9.1知识产权
9.1 Intellectual PropertyRights (IPR)
应征人参与此次应征，即视为对于相关知识产权条款无保留的承认和遵循。
Participants' participation inthis application shall be deemed as an unreserved acknowledgment of andcompliance with relevant intellectual property clauses.
9.1.1 本次方案征集中接收的所有有效的应征设计成果均不退回。
9.1.1 All valid DesignProposals received in this solicitation will not be returned.
9.1.2 应征人对其应征设计文件享有署名权，在征得主办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计文件的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计方案及设计成果用于其他的设计项目。
9.1.2 The Participant holdsthe right of authorship for its Design Proposal and can comment on and displaysuch Design Proposals in the forms of media communications, trade magazines,publications among others after granted with the Sponsor’s consent in writing.Except for design standards, design guideline and drawing elements, theParticipant shall not use the Design Proposals for a purpose other than thisProject.
9.1.3应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权、商标权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权，且不得被权利人/利害关系人/行政监督部门提出任何形式的异议、指控、诉讼，采取行政处罚及强制措施。应征人因侵犯他人知识产权或专有技术或商业秘密被相关权利人/利害关系人/行政监督部门提出异议、指控、诉讼、或采取行政处罚及强制措施，由此引起的所有民事、行政、刑事法律纠纷及全部赔偿责任应由应征人承担，同时应征人应采取一切必要措施消除（包括对主办单位造成的）不良影响。
9.1.3 Participantsshall ensure that all the submitted application documents and Design Proposalshave not infringed upon and will not infringe upon IPR (including but notlimited to copyright, patent right and trademark right) or proprietarytechnologies or trade secrets of others within or outside the People’s Republicof China. Participants shall guarantee that if their Design Proposals use orinclude IPR or proprietary technologies or trade secrets of others, the Participantsshall have already obtained legitimate, valid and sufficient authorization fromthe right holders, and shall not be challenged, charged or sued in any form bythe obligee / interested person / administrative supervision department, or besubject to any administrative penalty and compulsory measure. Any objection,accusation, lawsuit, administrative penalty or compulsory measure raised by therelevant obligee / interested person / administrative supervision departmentdue to Participants' infringement of others' intellectual property rights orproprietary technologies or trade secrets, and all civil, administrative andcriminal legal disputes and full compensation liability arising therefrom shallbe borne by the Participants, and the Participants shall take all necessarymeasures to eliminate the adverse effects (including those on the Sponsor).
9.1.4 主办单位/承办单位可对所有应征方案印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计方案及设计成果，但应注明应征人的单位名称。
9.1.4 The Sponsor/Organizer can alsoprint, publish and exhibit all proposals for response, or comment on, displayand publicize the design proposals and design results via media communications,trade magazines, publications or by other means. The precondition is indicationof the name of Participant for such design.
9.1.5主办单位/承办单位有权在本项目的规划设计/城市设计中使用应征人提交的城市设计方案，主办单位/承办单位在本项目的规划编制或规划方案调整综合时可以全部或部分使用城市设计方案，也可对其进行修改。主办单位/承办单位不得将城市设计方案用于本项目以外的其他项目，但经应征人同意的除外。
9.1.5 The Sponsor/Organizerhas the right to use the urban Design Proposals submitted by the Participantsin the planning and design/urban design of this project. The Sponsor/Organizeris allowed to use the urban Design Proposals in whole or in part in theplanning and preparation of the project or the adjustment and synthesis of theplan and has the right to modify it. The Sponsor/Organizer shall not use theurban Design Proposals for a purpose other than this project except with theconsent of Participants.
9.1.6主办单位/承办单位有权在建设项目的实施中使用最后中选的应征建筑设计方案。承办单位与中选建筑设计方案的应征人（以下简称“设计人”）签署设计咨询委托合同后，承办单位在该建设项目中获得其应征设计方案的使用权。
9.1.6 The Sponsor/Organizerhas the right to use the selected architectural Design Proposal in theimplementation of the construction project. After the Organizer signs thedesign consultation contract with the selected Participant (hereinafterreferred to as the "Designer") of the architectural Design Proposal,the Organizer has the right to use the Designer’s Design Proposal in theconstruction project.
9.1.7 构成本项目征集文件的各个组成部分的文件（包括文字说明、图纸和图表）都是参与各方的智力劳动成果，上述文件的知识产权属主办单位/承办单位及相关设计单位所有。应征人仅可以将上述文件用于应征设计和编制应征设计文件之目的。未经主办单位/承办单位书面许可，应征人不得将上述文件用于其他工程设计或其他目的，也不得将上述文件泄露给任何第三方。
9.1.7 All components of documents forthe Solicitation (including explanations in words, drawings and graphs) areproductive outcomes of labor and mind and the IPR of the documentsaforementioned is owned by the Sponsor/Organizer and relevant designorganizations. The Participant can only use these documents aforementioned forthe purpose of preparing Response Proposal. Without written consent from the Sponsor/Organizer,the Participant shall not use these documents aforementioned for other projectdesign or purposes and shall not disclose such documents aforementioned to anythird Party.
9.2适用法律
9.2 Governing Laws
本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation per se andany documents relating thereto shall be governed only by the laws andregulations of the People’s Republic of China.
9.3语言
9.3 Languages
9.3.1 资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。在中、英文两种语言的意思表达不一致时，以中文为准。
9.3.1 Thelanguage used in the Prequalification Documents and any supplement andclarification documents thereto shall be Chinese and English. In the event ofany discrepancy between Chinese and English, Chinese shall prevail.
9.3.2 资格预审申请文件以及应征申请人与主办单位之间与征集活动有关的往来函电和文件均应使用中文书写。应征申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但必须附以中文译本。
9.3.2 Application Documentsfor Prequalification and the correspondence and documents related to thissolicitation between Participants and the Sponsor shall all be drafted inChinese. Another language can be used for the proof documents that theApplicant provides along with the Application Documents and printed documents,but the version with Chinese translation shall be attached thereto.
9.3.3 与本次征集活动相关的会议及各项活动的口头交流的语言为中文。
9.3.3 The language used in themeetings and oral communication related to this solicitation shall be Chinese.
9.4解释权
9.4 Power of Interpretation
本次征集活动及相关文件的最终解释权归主办单位。
The final right ofinterpretation of the solicitation and related documents is held by theSponsor.
